The dedicated ship "Xin'an Jixiang" for spent fuel transportation adopts a double-bottom double hull, with multiple watertight transverse bulkheads and a side collision avoidance reinforced structure; in terms of power, it adopts double main engines, double propellers, and double steering gears. , Redundant setup of dual independent engine rooms; in terms of radiation protection, a design combining heavy concrete, polyethylene, and freshwater shielding cabins is adopted. In addition, the ship is also equipped with a large-capacity independent cooling system for cargo holds, a multi-channel composite communication system, and an advanced and reliable intrusion detection and security system.

The "Xin'an Jixiang" wheel has created a number of domestic firsts in the design and construction: the use of twin engines, twin propellers, twin rudders, double isolated nacelles, three-layer shells and bow thrusters in the structural design, according to the characteristics of the cargo carried Special protective structures, real-time monitoring systems and access control systems are set up in the cargo hold, and a systematic system of security intrusion detection, identification, driving off and ship-shore emergency communication is set up for the safety of navigation tasks, which has high reliability and high security.

It is understood that the ship "Xin'an Jixiang" was built by Hubei Yichang Damen Shipyard. In May 2019, Yichang Damen Shipyard successfully won the bid for the design and construction of a spent fuel carrier at a cost of 170 million yuan per ship. On September 25 of the same year, Yichang Damen Shipyard held a site promotion meeting and ignition ceremony for spent fuel carrier construction.

On June 15 this year, the ship "Xin'an Jixiang" was successfully launched at Yichang Damen Shipyard. Subsequently, the ship left the factory and berthed to a temporary wharf for outfitting, and then towed to Shanghai for sea trial delivery. The sea trial was completed on November 26 and withstood the double test of the new crown epidemic and the flood of the Yangtze River. All were successfully completed.

Quartet cooperation and independent research and design

Spent fuel, also known as irradiated nuclear fuel, is nuclear fuel that has been exposed to radiation and used, and is usually produced by nuclear reactors in nuclear power plants. This fuel has a reduced uranium content and cannot continue to sustain the nuclear reaction, so it is called spent fuel. Spent fuel is not nuclear waste. Spent nuclear fuel contains a large amount of radioactive elements, so it is radioactive. If it is not handled properly, it will seriously affect the environment and the health of people who come into contact with them.

Previously, only a few countries such as Britain, France, Sweden, and Russia own spent fuel carriers in the world. China is still a blank in this field. As the demand for spent fuel transportation in China continues to grow, transportation system research and capacity building are very important and urgent. Corresponding research is urgently needed to carry out technical research on key technologies of high-fuel spent fuel transportation containers, and build them as soon as possible to be compatible with the scale of nuclear power The combined transportation system of road, sea, and rail for spent fuel will create a comprehensive logistics of spent fuel transportation with a large carrying capacity to meet the needs of future spent fuel transportation.

Spent fuel carriers must comply with the regulations in the "Statutory Inspection Rules for Spent Fuel Carriers" issued by the State Maritime Safety Administration. This type of transport ship has a series of safety features far exceeding that of conventional cargo ships: double hulls can withstand collision damage; enhanced buoyancy to prevent the ship from sinking under extreme conditions; dual navigation, communication, cargo monitoring and cooling systems; satellite navigation and Tracking; twin engines and propellers; additional fire extinguishing equipment, etc.

It is understood that the INF rules are formulated by the United Nations International Maritime Organization (IMO). INF3 level is the highest level of safety in the world for transporting radioactive materials, and is suitable for carrying various spent fuel components of nuclear power plants. The "Statutory Inspection Rules for Spent Fuel Carriers" and "Guidelines for the Inspection of Irradiated Nuclear Fuel Carriers" have proposed the damage stability of ships, hull structure, turbines, fire protection, emergency power supply, cargo hold temperature control, cargo securing arrangements, radiation protection and monitoring Clear requirements.

To this end, in April 2018, China National Nuclear Corporation Qingyuan Company signed a strategic cooperation agreement on the cooperative development of spent fuel carriers with China Classification Society and CCCC Fourth Shipping Engineering Survey and Design Institute Co., Ltd., which opened up my country’s independent development of spent fuel carriers. prelude.
